Amy Hubbard, FIAP2
Co-Founder / Director / Practice Lead | Capire
- Highly recognised specialist in stakeholder and community engagement in Australia.
- Co-Founder of Capire Consulting Group, building the consultancy from 2 to 30+ consultants over 17 years.
- Development of Place-Based Engagement, with expertise in managing and integrating consultation outcomes with technical solutions.
- Designed inclusive methodologies and strategies, author of the ‘Inclusive Engagement Toolkit’.
- Principal author of Capire’s leading practice publications, and also delivers tailored community engagement training to government agencies.
- Advised government organisations in Australia, New Zealand, Vietnam, Fiji, Malaysia, Timor Leste, Sri Lanka, and Samoa.
- Contributed to frameworks and policies, including the Victorian Government’s Public Engagement Framework.
- Created the Engagement Triangle – a widely used engagement model for not-for-profits and local governments.
- Guest lecturer at University of Melbourne, Monash University, RMIT University, and international universities.

- Co-author of Consult Australia’s procurement guidelines and economic framework on engagement.
- Sessional academic at Queensland University of Technology, specialising in stakeholder engagement.
- Led engagement at Cross River Rail, Aurecon, and Airservices Australia.

Keith Greaves

- Led 47 processes and designed two of Australia’s first standing panels.
- Overseeing 9 ongoing deliberative processes.
- 10 years as an IAP2 Australasia trainer, 6 years as an IAP2 Australasia Board Director, and 16 years as an IAP2 Australasia Member.
- Co-authored IAP2 Quality Assurance Standards.
- Representative on the Democracy Research and Development group.

Mandi Davidson

- 2014–2020 – served as Director on the IAP2 Australasia Board and as Deputy Chair, contributing to membership growth and local network rebuilding.
- 2016–2019 – represented Australasia on the IAP2 International Board, advocating for the region during a period of significant organisational change.
- Chaired the IAP2 International Governance Committee, leading the development of a new governance framework.
- Integrated systems thinking into infrastructure planning, ensuring community input is a core component of project development.
- Led communications and stakeholder engagement for Victorian Government infrastructure projects for a decade, influencing complex regulatory environments.
- Held multiple key roles at RPS, including National Lead for Communications and Engagement, and developed tools and approaches aligned with IAP2 core values.
